This research analyzes the implementation and utilization of frameworks related to digital competency in public sector organizations in Denmark and Norway, both recognized as leading countries in e-government.
Drawing on interviews with public officials and experts, the report compares and examines the components of various frameworks and models, their implementation processes, applications in human resource development, and the institutional and cultural contexts that shape them.
The study also highlights advanced practices in staff training and organizational transformation at the operational level, offering concrete insights into the challenges and future directions of digital competency development in Japan’s public sector.
