Digital Competency Models in Scandinavian Public Institutions

This research examines how frameworks for digital competency have been introduced and applied within public sector organizations in Denmark and Norway. Through interviews with government officials and experts in both countries, the research investigates practical initiatives currently underway and provides insights and implications to support digital transformation in Japanese public administration.

This research analyzes the implementation and utilization of frameworks related to digital competency in public sector organizations in Denmark and Norway, both recognized as leading countries in e-government.

Drawing on interviews with public officials and experts, the report compares and examines the components of various frameworks and models, their implementation processes, applications in human resource development, and the institutional and cultural contexts that shape them.

The study also highlights advanced practices in staff training and organizational transformation at the operational level, offering concrete insights into the challenges and future directions of digital competency development in Japan’s public sector.
